Why was Theodore Roosevelt so eager to have Dewey attack the Spanish fleet in the Philippines, a move that ?
Q. certainly would not help in the liberation of Cuba? Furthermore, why would the cautious Mckinley ever approve such a move?

A. Roosevelt and McKinley were both imperialists at heart. They both wanted to take the Philippines from Spain, not just liberate Cuba. The Philippines was seen as an important naval outpost in the Pacific, and Asia was emerging as a economically valuable region for exploitation by imperialist nations. The Filipinos were happy that the US got involved at first. They had been wanting independence from Spain for years, and they made an alliance with the US to kick the Spanish out. But after the war the US said the Philippines was not "ready for independence" and turned it into a US colony. The Filipinos launched a guerrilla war against the US which lasted much longer and cost far more lives than the entire Spanish-American War!
